Kymco and SYM are well regarded Taiwanese manufacturers (and so is Geniune). All three brands come with two-year warranties, which you aren't likely to need. Kymco has the largest dealer network of the three, but SYM's scoots tend to be more technologically advanced with better performance. The SYM HD200 vs. the Kymco People S 200, for instance.
In order of generally accepted reliability:
1) Japanese scoots -- Yamaha or Honda
2) Taiwanese scoots -- Kymco, SYM, Genuine
3) Italian scoots -- Vespa, Piaggio or Aprilia
4) Korean scoots -- Daelim
5) Chinese scoots -- any brand
In terms of generally accepted style, comfort, etc.:
1) Italian scoots -- Vespa, Piaggio or Aprilia
2) Japanese scoots -- Yamaha or Honda
3) Taiwanese scoots -- Kymco, SYM, Genuine
